‘Hats off’: Manipur IAS officer hailed as ‘hero’ for leading the flood rescue in waist-deep water

 As early monsoons hit some elements of north-east Asian nation, significant precipitation, thunderstorms and landslides hit giant swathes of space and unbroken the authorities on toes.
